President Cyril Ramaphosa has noted the recommendations and referrals contained in the Second Interim Report of the Judicial Commission of Inquiry into Criminality, Political Interference and Corruption in the Criminal Justice System.
The report follows allegations made by KwaZulu-Natal Police Commissioner Nhlanhla Mkhwanazi and was submitted to the President on 29 May 2026.
The Presidency said the latest report revisits recommendations made in the Commission’s first interim report relating to the South African Police Service, while also introducing new referrals based on evidence heard since the beginning of 2026.
The Commission has recommended disciplinary action and immediate investigations into possible criminal conduct involving several individuals, including Lieutenant General Shadrack Sibiya, Witness G, Sergeant Fannie Nkosi, and Brown Mogotsi.
The Commission has additionally suggested that the Office of the Inspector General for Intelligence, or another authorised body, investigate an alleged off-the-books Crime Intelligence operation involving Mogotsi and Witness G.
In a statement, the Presidency said Ramaphosa had taken note of the findings and recommendations, adding that the relevant authorities would now be required to take the necessary steps in response to the Commission’s referrals.
The Presidency added that the latest referrals will be incorporated into the SAPS special investigations task team's work, which was established upon receipt of the Commission’s first interim report.
The task team was created to urgently investigate individuals identified by the Commission.
The Madlanga Commission was established last year to probe allegations of criminality, political interference and corruption within the criminal justice system, following explosive claims made by KwaZulu-Natal Police Commissioner Nhlanhla Mkhwanazi in July 2025.
The Commission’s final report is expected to be submitted to President Ramaphosa on 16 November 2026.
