Magistrate Mpho Radebe recognized Ruiters as a suitable candidate for bail reduction, imposing normal bail conditions which include reporting to the Sebokeng police station. Ruiters was arrested alongside seven others in March 2026, linked to a fraudulent R10 million insurance scheme allegedly masterminded by former police officer Rachel Kutumela and others.
On the same day, William Shokane, another accused, abandoned his bail application citing deteriorating health conditions. He is currently wheelchair-bound and awaits medical documentation to support his claims of illness contracted while in custody. The court has postponed the matter to September 11 for a collective appearance of all eight defendants.
